एक ऐसे देश में जहाँ महिलाएँ और बच्चे एक अरब से ज़्यादा जीवनों का आधार हैं, उनका सशक्तिकरण महज़ एक नीतिगत विकल्प नहीं है, बल्कि यह भारत की नियति का मार्ग है। माननीय प्रधानमंत्री नरेंद्र मोदी के दूरदर्शी शासन में, भारत एक ऐतिहासिक बदलाव के दौर से गुज़र रहा है, जो वैश्विक महत्वाकांक्षाओं को मानव-केंद्रित प्रगति के साथ जोड़ रहा है। नए भारत की कहानी केवल आर्थिक उपलब्धियों और बढ़ते वैश्विक कद में ही नहीं, बल्कि उन कक्षाओं में भी आकार ले रही है, जहाँ युवा मन विकसित होते हैं, उन आंगनवाड़ी केंद्रों में जहाँ हमारे बच्चों का पालन-पोषण होता है, और उन घरों में जहाँ आकांक्षाएँ पनपती हैं।
‘बेटी बचाओ बेटी पढ़ाओ’ के प्रति प्रधानमंत्री की अटूट प्रतिबद्धता, महिला एवं बाल विकास मंत्रालय के लिए एक मार्गदर्शक शक्ति बन गई है, जो विकसित भारत@2047 के लिए हमारे सामूहिक मिशन को भी आगे बढ़ा रही है। इसी सफर में एक अहम पड़ाव पिछले वर्ष 27 नवंबर को नई दिल्ली के विज्ञान भवन में बाल विवाह मुक्त भारत अभियान शुरू हुआ है।
अपनी साहसिक और अटल दृष्टि के साथ, हमने वर्ष 2030 तक बाल विवाह को खत्म करने की अपनी राष्ट्रीय प्रतिबद्धता एक बार फिर दोहराई है, ताकि हर बालिका और बालक सुरक्षित रूप से बड़े हो सकें, अपनी शिक्षा जारी रख सकें और गर्व तथा आत्मविश्वास के साथ अपने भविष्य को आकार दे सकें। शुरू से ही, हमने ‘संपूर्ण सरकार और संपूर्ण समाज’ के नज़रिए को अपनाया है, लिहाज़ा हम मानते हैं कि इस चुनौती का हल महज़ नीतियों से नहीं किया जा सकता। इसके लिए सामूहिक एकता की ज़रुरत है, जिसमें परिवार, समुदाय, अग्रिम पंक्ति के कार्यकर्ता, संस्थान और सरकार कंधे से कंधा मिलाकर, सदियों पुरानी प्रथा को तोड़ने और हर बच्चे की आकांक्षाओं की रक्षा करने के लिए एक साथ खड़े हों। हमारे साझा संकल्प के एक शक्तिशाली प्रतिबिंब के रूप में, गाँवों और कस्बों के करोड़ों लोग बाल विवाह को समाप्त करने का संकल्प लेने के लिए आगे भी आए हैं।
बाल विवाह मुक्त भारत के लिए ‘पूरी सरकार’ एकजुट
बाल विवाह हमारे देश में पीढ़ियों से चली आ रही सबसे बड़ी चुनौतियों में से एक है। यह अक्सर उन समुदायों में दिखती है, जहाँ शिक्षा, संसाधनों और जागरूकता की सीमित पहुँच है। अभाव और असमान अवसरों के कारण पैदा हुई ये कमियाँ, इस प्रथा को जारी रखने में मदद करती हैं, जिससे अनगिनत बच्चे अपने उज्ज्वल भविष्य को साकार करने से वंचित रह जाते हैं।
वर्तमान में बेहतरी के लिए प्रयास: मोदी सरकार के तहत, हम उन जड़ों को खत्म कर रहे हैं, जिन्होंने कभी इस प्रथा को पोषित किया था। स्पष्ट नीतिगत दिशा, विचार विमर्श कर तैयार की गई योजनाओं और शासन में समुदायों के नए विश्वास के साथ, महिला एवं बाल विकास मंत्रालय उन परिस्थितियों को खत्म करने में अग्रणी भूमिका निभा रहा है, जिनके कारण बाल विवाह की प्रथा अब तक जारी रही। आज हम जो प्रगति देख रहे हैं, वह सुनियोजित ढंग से तैयार की गई योजनाओं की वजह से हैं, जिनके तहत महिलाएं और बच्चे राष्ट्रीय विकास के केंद्र में हैं।
हमारी नीतियां और पहल, संवेदनशील कारणों को ध्यान में रखते हुए तैयार की गई हैं। हम यह सुनिश्चित करने के लिए प्रतिबद्ध हैं कि हर अधिकार, देश के सबसे दूरस्थ गाँव और बस्तियों में सबसे कमजोर बच्चे के जीवन पर सकारात्मक असर डालते हुए अंतिम छोर तक पहुँचे। सरकार की हर योजना महिलाओं और बच्चों को जोखिम के हर चरण में सहारा देने के लिए तैयार की गई है, ताकि अजन्मे बच्चे से लेकर किशोरी तक, उनके जीवन के हर चरण की सुरक्षा, प्राथमिकता और सशक्तिकरण हो।
पोषण ट्रैकर और पोषण भी पढ़ाई भी से लेकर समग्र शिक्षा अभियान तक, और राष्ट्रीय साधन-सह-योग्यता छात्रवृत्ति कार्यक्रम से लेकर प्रधानमंत्री विद्यालक्ष्मी योजना तक, हर पहल एक सुरक्षा कवच और हर बच्चे के लिए एक सुरक्षित, सम्मानजनक और समान भविष्य की ओर एक मार्ग के रूप में कार्य करती है।
समावेशन के उत्प्रेरक के रूप में तकनीक की मदद से, मंत्रालय का प्रमुख डिजिटल प्लेटफ़ॉर्म, पोषण ट्रैकर, 14 लाख आंगनवाड़ी केंद्रों को स्तनपान कराने वाली माताओं, छह साल से कम उम्र के बच्चों और किशोरियों से सहजता से जोड़ता है। इसने देश भर में 10.14 करोड़ से अधिक लाभार्थियों के लिए एक मज़बूत सुरक्षा तंत्र तैयार कर दिया है। इस डिजिटल सक्षमता के साथ पोषण भी पढ़ाई भी, एक बदलावकारी प्रारंभिक बाल्यावस्था देखभाल और शिक्षा पहल के रूप में तैयार हुआ है, जो यह सुनिश्चित करता है कि प्रत्येक पूर्व-प्राथमिक बच्चे को समग्र, उच्च-गुणवत्तापूर्ण प्रारंभिक प्रोत्साहन मिले, जो आजीवन सीखने की भावना की नींव रखता है।
हमारी नीतियाँ न केवल इरादे, बल्कि ज़मीनी स्तर पर कार्रवाई को भी दर्शाती हैं। निरंतर बजटीय प्रतिबद्धताओं और लक्षित निवेशों में सुधारों को शामिल करते हुए, मोदी सरकार ने यह साफ कर दिया है कि बाल विवाह जैसी गंभीर समस्याओं से बच्चों की रक्षा करना एक राष्ट्रीय प्राथमिकता बनी हुई है। राष्ट्रीय साधन-सह-योग्यता छात्रवृत्ति कार्यक्रम, जिसके लिए केवल 2025-26 के लिए 1,827 करोड़ रुपए का आवंटन किया गया है, यह सुनिश्चित करता है कि कोई भी बच्चा गरीबी के कारण स्कूल न छोड़े, जो बाल विवाह के सबसे अहम कारणों में से एक है। इस बीच, प्रधानमंत्री विद्यालक्ष्मी योजना भी उच्च शिक्षा प्राप्त करने वाली युवतियों को ज़रुरी वित्तीय सहायता प्रदान करती है।
प्रधानमंत्री कौशल विकास योजना ने युवाओं को उद्योग-संबंधित कौशल से लैस करके, उन्हें वित्तीय प्रोत्साहन और मान्यता प्राप्त सरकारी प्रमाणन प्रदान करके इस सुरक्षा कवच को और मज़बूत किया है। इसी प्रकार, प्रधानमंत्री-दक्ष योजना, हाशिए पर पड़े समुदायों, खासकर अनुसूचित जाति, अन्य पिछड़ा वर्ग और आर्थिक रूप से पिछड़े वर्ग के युवाओं को सशक्त बनाती है, जो बाल विवाह के प्रति सबसे अधिक संवेदनशील हैं। उन्हें कौशल और अवसरों का लाभ देकर, हम समृद्ध और स्वतंत्र जीवन के मार्ग प्रशस्त कर रहे हैं और आने वाली पीढ़ियों के लिए एक नई मिसाल कायम कर रहे हैं।
प्रभाव: बाल विवाह मुक्त भारत बनने के और नज़दीक
कुछ साल पहले तक, बाल विवाह को समाप्त करने का विचार दूर की कौड़ी, यहाँ तक कि असंभव नज़र आता था। लेकिन भारत ने इसके विपरीत साबित कर दिया है। स्पष्ट नीतियों, निरंतर कार्रवाई, केंद्रित जमीनी प्रयासों और मापयोग्य प्रगति के ज़रिए, हमने उस धारणा को चुनौती दी है और दिखाया है कि बदलाव न केवल मुमकिन है, बल्कि पहले से ही उसके प्रयास जारी हैं।
यह अभूतपूर्व बदलाव हज़ारों छोटी-बड़ी, सशक्त कोशिशों का नतीजा है। हमारे बाल विवाह निषेध अधिकारी (सीएमपीओ) इस मिशन की रीढ़ बनकर उभरे हैं। पिछले एक साल में ही, हमने देश भर में 37,000 से ज़्यादा सीएमपीओ नियुक्त करके अपनी अग्रिम पंक्ति को मज़बूत किया है। आंगनवाड़ी कार्यकर्ताओं को सक्षम बनाकर, पंचायतों को सशक्त बनाकर और जिला प्रशासन को बाल संरक्षण कानूनों की जानकारी देकर, हम यह सुनिश्चित कर रहे हैं कि सबसे वंचित परिवारों को भी सरकारी योजनाओं से जोड़ा जाए, बच्चों को वापस स्कूल लाया जाए और समुदायों को बाल विवाह के गंभीर उल्लंघन के बारे में जागरूक किया जाए।
अब तक, हमने 6,30,000 से ज़्यादा, स्कूल न जाने वाली लड़कियों की पहचान की है और उन्हें कक्षाओं में फिर से दाखिला दिलाया है।
चुप्पी से लेकर शिकायत तक, सामाजिक कलंक से लेकर समर्थन तक—भारत ने चुना बदलाव का रास्ता: आज, हम इस समस्या का हल अधिक सटीकता, पारदर्शिता और प्रभाव के साथ निकालने के लिए नवीनतम तकनीकी प्रगति की मदद ले रहे हैं। सार्वजनिक रूप से सुलभ, केंद्रीकृत मंच, बाल विवाह मुक्त भारत पोर्टल, इस प्रगति का प्रतीक है, जो देश भर के बाल विवाह निषेध अधिकारियों की जानकारी एक साथ लाता है, मामलों की रिपोर्टिंग के लिए एक प्रभावी तंत्र प्रदान करता है, और हितधारकों और नागरिकों के बीच जागरूकता को मज़बूत करता है।
पहली बार, बाल-विवाह-मुक्त भारत का सपना एक एकीकृत राष्ट्रीय मिशन के रूप में विकसित हुआ है। भारत सरकार का प्रत्येक अंग और समाज का प्रत्येक वर्ग इस साझा उद्देश्य और दृढ़ संकल्प के साथ मिलकर आगे बढ़ रहा है। प्रधानमंत्री श्री नरेन्द्र मोदी के दूरदर्शी नेतृत्व में, हम आज न केवल अपने बच्चों की सुरक्षा कर रहे हैं, बल्कि विकसित भारत की एक मज़बूत, आत्मविश्वासी और सशक्त नींव भी रख रहे हैं।
जैसे-जैसे भारत बाल विवाह के खिलाफ अपनी सामूहिक लड़ाई में एक निर्णायक मोड़ पर पहुँच रहा है, हम दुनिया के सामने एक नया मॉडल पेश कर रहे हैं, कि कैसे शासन और समुदाय मिलकर हर बच्चे की सुरक्षा के लिए काम कर सकते हैं और बाल विवाह के वैश्विक संकट को तत्काल और निश्चित रूप से खत्म कर सकते हैं। आखिरकार, ये बच्चे ही उस विकसित भारत के पथप्रदर्शक और सच्चे ‘सारथी’ हैं, जिसका निर्माण हम सभी करना चाहते हैं।

In a nation where women and children form the foundation of over a billion lives, their empowerment is not just a policy choice—it is the path to Bharat’s destiny. Under Hon’ble Prime Minister Narendra Modi’s visionary governance, Bharat is experiencing a historic transformation that combines global ambition with human-centric progress. The story of New India is being shaped not only through economic milestones and global presence, but in the classrooms where young minds grow, the Anganwadi centres that nurture our children, and the homes where aspirations take root.

The Prime Minister’s unwavering commitment to ‘Beti Bachao Beti Padhao’ has become a guiding force for the Ministry of Women and Child Development anchoring our collective mission for Viksit Bharat@2047.A significant step in this journey has been the launch of the Bal Vivah Mukt Bharat campaign at Vigyan Bhawan, New Delhi, on 27th November last year.

With our bold and unwavering vision, we have reaffirmed our national commitment to end child marriage by 2030, so that every girl and boy can grow up safe, continue their education, and shape their future with pride and confidence. From the very beginning, we embraced a ‘Whole of Government and Whole of Society’ approach, recognizing that this challenge cannot be overcome through policy alone. It requires a collective strength – families, communities, frontline workers, institutions and the government standing shoulder to shoulder to break a centuries-old practice and protect the aspirations of every child. As a powerful reflection of our shared resolve, crores of people in villages and towns have come forward to take pledge to end child marriage.

‘Whole of Government’ Comes Together for a Bal Vivah Mukt Bharat

Child marriage is one of the most deeply embedded challenges our nation has inherited over generations. It often takes hold in communities facing limited access to education, resources, and awareness. These gaps—created by scarcity and unequal opportunity—have enabled the practice to persist, restricting countless children from realising the futures they deserve.

Today, that reality is transforming—decisively and for the better. Under the Modi Government, we are addressing the very roots that once nurtured this practice. With clear policy direction, well-designed schemes, and the renewed trust of communities in governance, the Ministry of Women and Child Development is at the forefront, dismantling the conditions that had enabled child marriage to persist. The progress we are witnessing is deliberate and determined, shaped by a governance model that places women and children at the heart of national development.

Our initiatives are designed to address root causes of vulnerability. We are committed to ensuring that every entitlement reaches the last mile—touching the life of the most vulnerable child in the remotest village and hamlet of our nation. Each intervention is crafted to handhold women and children through every stage of risk, ensuring that from the unborn child to the adolescent girl, every stage of life is safeguarded, prioritised, and empowered.

From Poshan Tracker and Poshan Bhi Padhai Bhi to Samagra Shiksha Abhiyan, and from the National Means-cum-Merit Scholarship Programme to the PM Vidyalaxmi Scheme, every initiative serves asa protective shield and a pathway towards a safe, dignified and equitable future for every child.

Leveraging technology as a catalyst for inclusion,The Poshan Tracker -Ministry’s flagship digital platform seamlessly connects 14 lakh Anganwadi centres with lactating mothers, children under six and adolescent girls. It has already created a robust safety net for more than 10.14 crore beneficiaries across the country. Complementing this digital enablement, Poshan Bhi Padhai Bhi stands as a transformative early childhood care and education initiative, ensuring that every pre-primary child receives holistic, high-quality early stimulation that builds the foundation for lifelong learning.

Our policies reflect not only intent but action. By anchoring reforms in real, sustained budgetary commitments and targeted investments, the Modi Government has made it unequivocally clear that protecting our children—particularly from vulnerabilities like child marriage—remains a national priority.The National Means-cum-Merit Scholarship Programme, with an allocation of ₹1,827 crore for 2025-26 alone, ensures that no child drops out of school due to poverty, one of the most persistent drivers of child marriage. Meanwhile, the PM Vidyalaxmi Scheme provides crucial financial support to young women pursuing higher education.

The Pradhan Mantri Kaushal Vikas Yojana has further strengthened this safety net by equipping young people with industry-relevant skills and providing them financial incentives and recognised government certification. Similarly, PM-DAKSH scheme empowers marginalised communities, especially SC, OBC and EWS youth who remain most vulnerable to child marriage. By equipping them with skills and opportunities, we are creating pathways for enriched, independent lives and setting a new precedent for generations to come.

The Impact: Closer to Bal Vivah Mukt Bharat

A few years ago, the idea of ending child marriage would have seemed distant, even unrealistic. But India has proved otherwise. Through clear policies, sustained action, focused grassroots efforts and measurable progress, we have challenged that belief and shown that change is not only possible but already underway.

This unprecedented shift is the outcome of thousands of small and big determined efforts. Our Child Marriage Prohibition Officers (CMPOs) have emerged as the backbone of this mission. In the past year alone, we have strengthened our frontline by appointing more than 37,000 CMPOs across the country. By equipping Anganwadi workers, empowering panchayats and strengthening district administrations with knowledge of child protection laws, we are ensuring that even the most marginalised families are linked to government schemes, children are brought back to school, and communities are made aware of the grave violation that child marriage represents.

So far, we have identified over 6,30,000 out-of-school girls and re-enrolled them in classrooms.

From silence to reporting, from stigma to support—India is choosing Change. Today, we are leveraging the latest technological advancements to address this with greater precision, transparency, and impact.The Bal Vivah Mukt Bharat portal embodies this progress—a publicly accessible, centralised platform that brings together information on Child Marriage Prohibition Officers across the nation, provides an effective mechanism for reporting cases, and strengthens awareness among stakeholders and citizens.

For the first time, the dream of a child-marriage-free India has evolved into a unified national mission. Every arm of the Government of India and every segment of society is moving together with shared purpose and determination. Guided by the visionary leadership of Prime Minister Shri Narendra Modi, we are not only protecting our children today but also laying the strong, confident and empowered foundations of Viksit Bharat.

As India approaches a decisive tipping point in its collective fight against child marriage, we offer the world a new model of how governance and community can work together to protect every child and end the global menace of child marriage with urgency and certainty. After all, these children are the torchbearers and the true ‘Sarathi’ of Viksit Bharat we all aspire to build.
